Rainbow eucalyptus seeds, also known as Eucalyptus deglupta seeds, can be planted in a variety of substrates, including:
Sand and peat moss
Fill a seed-raising tray with a mix of sand and peat moss, plant the seeds about 1/4 inch deep, and water well. Place the tray in a warm, well-lit area with a temperature range of 70–85°F (21–29°C). Keep the soil moist but not waterlogged.
Peat pellets
Put peat pellets in a container, add water, and tear off the end to plant the seed. Peat pellets can create a good environment for sprouting seeds and won't have weeds growing in them like soil mixes might.
Vermiculite
Surface sow the seeds on a moist, sterile medium like vermiculite and keep them warm.
